President's Report

Kasama ang mga highlight:

  • Thanking Member Walker for his service on the Board, and welcoming Member Neal (Elko County School District) to the State Board of Education
  • Welcoming new State Superintendent Victor Wakefield, whose first day will be October 27, and thanking Interim Superintendent Canavero for his service
  • Board Member Updates:
    • Member Hughes provided an update on the Instructional Materials Working Group, and updating the process to ensure all kids have access to high-quality learning materials. The Commission on Excellence and Innovation has a subcommittee on metrics and will be meeting soon to explore frameworks and will follow up with the Board.
    • Member Orr thanked the Department for the family engagement webinars held both in Northern Nevada and Southern Nevada. The At-Risk Funding Committee will be meeting next week to explore alternative measures for at-risk funding.

Interim Superintendent's Report

Kasama ang mga highlight:

  • Most systems have been restored for users, following the statewide cybersecurity incident.
  • The federal shutdown coincided with a statewide transition for billing for grantees, and grantees were asked to submit reimbursements early in anticipation of this transition. This positioned the Department well in processing reimbursements. If the shutdown persists, they will adapt as necessary and keep the Board and stakeholders updated.
  • NSPF Results were released, with star ratings released September 15, and the Nevada Report Card thereafter. The Interim Superintendent acknowledged that while there is still work to do, the State saw gains in English Language Arts, mathematics, science, and graduate rates, as well as reduced chronic absenteeism.
  • For legislative implementation, the State has a commitment to communicate with Districts and stakeholders throughout the implementation process. Guidance has been posted on the State's website regarding open enrollment policies, and working groups are actively recruiting members for performance framework updates, literacy, and other priorities from SB 460. Stakeholder engagement, including hearings and meetings, will begin in late winter and early spring. The Department is also committed to making quarterly implementation updates.

Board Approved Instructional Materials to Support Career and Technical Education Programs

The Board approved the adoption of textbooks/instructional material to support career and technical education programs throughout the State. Staff reviewed the review committee process, evaluation criteria for instructional materials, the CTE evaluation rubric, and the instructional material evaluation reports.

Board Discussed Possible Development of a Legislative Engagement Strategy

The Board voted to form a subcommittee for legislative engagement, and Members Braxton, Dawson Owens, and Ford will comprise the subcommittee. The first meeting will take place in December, following the special legislative session.

The role and scope of the subcommittee was approved to be focused on content and defining what the subcommittee is solving for, defining a regular meeting calendar, determining the level of engagement with the Board in promoting a legislative agenda, scope of deliverables and outcomes, maintaining flexibility, and collaborating with other stakeholder groups.

Board Discussed the Selection of a State Board Representative to the WestEd Board of Directors

The Board voted to table this item until the November meeting to include the incoming State Superintendent in the discussion.

Mga Item sa Hinaharap na Agenda

Suggestions for future agenda items include a workshop day with Board responsibilities and goals when the new State Superintendent begins, District and State responsibilities for staff social media policies, and revisiting the exit age for development delay for students receiving special education supports.

The next meeting of the State Board of Education will be held on Wednesday, November 12, at 9:00 a.m.
