Further, Item 3.10, a group of Capital Improvement Contract Awards, was pulled  for further discussion. That item passed 4-3  on a separate vote.

Trustees Heard a Presentation on and Accepted  the 2024-25 Student Achievement and Nevada Student Performance Framework Results

Trustees discussed the 2024-25 student achievement and Nevada Student Performance Framework (NSPF) and 2024-25 results. Presentation highlights included:

  • All grade levels measured with the Smarter Balanced Assessment Consortium tests (grades 3-8) and the ACT (grade 11) had an increase in both English Language Arts proficiency rates and mathematics proficiency rates from the 2023-24 school year to the 2024-25 school year.
  • All grade levels measured with the criterion-referenced tests in science (grades 5, 8, and 10) also had an increase in science proficiency.
  • The number of schools rated as 1-star by the Nevada School Performance Framework decreased from the 2023-24 school year to the 2024-25 school year, and the number of schools rated as 2-star, 3-star, 4-star, and 5-star all increased. In total, 136 schools increased their star rating.
  • Plans for continued improvement involve high-quality instruction, training for teachers, and academic and social-emotional support for students.

Trustees Held a Public Hearing On and Approved the 2025-27 Negotiated Agreement Between CCSD and the Clark County Association of School Administrators and Professionals  (7-0)

Trustees held a public hearing on, then approved the negotiated 2025-27 agreement between CCSD and the Clark County Association of School Administrators and Professionals. The fiscal impact of the two-year agreement is $258,051,006.

Revisions to the agreement include:

  • The term “Comprehensive Senior High School” was added to refer to high schools that offer a large number of extracurricular activities and a complete competitive athletics program. Assistant principals and student success coordinators in schools with this designation will receive an increased supervisory stipend to reflect their increased responsibilities.
  • A provision was added to allow administrators to use accrued vacation leave during certain types of leaves of absence.
  • Professional learning hours are now required for administrators to advance to salary columns I-K.
  • The salary schedule for administrators and multiple stipends were increased.

Trustees appointed Brian Freeman as a parent/guardian member to the Board of the Nevada Interscholastic Activities Association.

Trustees Approved a Compliance Monitoring Update (7-0 )

Highlights from the compliance monitoring report included:

  • All 29 action steps have been completed.
  • Plans for continued improvement include modernizing the Business & Finance Unit, improving communication within the unit and and between the unit and other parts of the district, and updating how budgets are created.
  • Planning also continues for the development of a risk and insurance fund.
